This high-level session will explore the strategic role of intermediary cities in advancing territorial cohesion, multilevel governance, and more balanced development in an increasingly fragmented global context. Building on the outcomes of the UCLG Forum of Intermediary Cities in Cuenca and paving the way for a 2026–2030 Roadmap after Tangier, the discussion will highlight intermediary cities as key connectors between metropolitan, regional, and rural systems. The session will address their role in economic transformation, climate action, innovation, public service delivery, and access to finance, while strengthening their political visibility as operational actors capable of translating global agendas into concrete territorial outcomes.
