This session will explore how financing systems must evolve to enable local and regional governments to deliver the next generation of public services. Moving beyond access to funding, participants will discuss how fiscal frameworks, public development banks, climate finance, data systems and investment partnerships can be redesigned to support territorial resilience, care, equality and sustainable development. The dialogue will identify practical solutions and future priorities for building a more inclusive and effective architecture for territorial public investment.
