Within the framework of the UCLG World Congress – Tangier 2026, Editorial TIP and Paradiplomacia.org officially presented the new edition of TIP Journal: “Local Multilateralism and Paradiplomacy in a Time of Change”, developed in partnership with United Cities and Local Governments (UCLG).
The publication consists of two complementary volumes bringing together 36 authors and co-authors from 16 countries, 24 cities, and 26 institutions, consolidating a space for dialogue between academia, local governments, international organizations, territorial networks, and professionals working in the field of paradiplomacy.
This edition marks a milestone in the history of TIP Journal. Since its first issue in 2011, the journal has contributed to strengthening an international community of research, analysis, and practice around paradiplomacy, subnational international action, and decentralized cooperation.
At a time when local and regional governments are taking on increasingly complex responsibilities on the international stage, it is essential for specialized knowledge to engage with the everyday practice of those making decisions in territories. In this sense, TIP Journal seeks to build bridges between academic production and the training of municipal leaders, serving as a tool to strengthen capacities, inspire new cooperation agendas, and support the development of local leadership committed to more democratic, inclusive governance connected to global challenges.
This edition is directed by Emilia Saiz, Secretary General of UCLG, and Nicolás Mancini, Executive Director of Paradiplomacia.org. Editorial coordination was led by Jolie Guzmán and José Álvarez, with the general coordination of Rosario Robiou, the support of an international advisory board, and the participation of a broad editorial team.
The launch event, held on Tuesday, June 23, featured the participation of Jolie Guzmán, Editor-in-Chief of Editorial TIP and General Coordinator of Paradiplomacia.org; Octavi de la Varga, Chair of the Advisory Board of Editorial TIP; and Lorena Zárate Soneyra, author of one of the articles included in this edition.
With this new issue, Editorial TIP reaffirms its commitment to the open production and circulation of specialized knowledge, while strengthening its role as a platform for exchange on the international action of territories.
